I use really pointy needle nose pliers

each point into each slot, turn CCW and maybe hold the switch with one hand on the back of the dash

take a small pipe and grind away leaving just two small tits and you will have a tool to remove those

 

I use two micro-tipped screwdrivers (like for eyeglasses) and place the tips in the slots, cross them and turn them slowly while applying enough pressure to keep them from jumping out. Kinda like a mini-spanner wrench.
I've also used one small flat screwdriver, placing it at an angle in the slot and tapping it around.

 

They make a tool for that if you are not in a hurry

I sprayed mine with PB Blaster then used a small flathead and a hammer to tap then around. It was kinda tedious.

 

JeepForum member Glenn Lever recently posted a series of videos dealing with the dash. I think this one shows how to remove those. Glenn did what Keith460 suggested, he invested in the correct tool.

 

Buy a small pair of 90° angled needle-nose pliers.
